I saw By Royal Command was out but I didn't see Mr. Parker's name associated with it. Did he not do that one?

Indeed, this was difficult to get hold of this audiobook. Eventually, I contacted Peter Royle, This email address is being protected from spambots. You need JavaScript enabled to view it., and within days I had my copy.

A very enjoyable book to listen to, both old acquaintances and new adventures.

It is indeed in the downloadable list of audiowork by our dear Nat (downloads). Has been for months. I guess you're talking about the review section of this site under Projects. Well, it hasn't been reviewed yet - that's why it isn't there. And it has been announced via this site right here . Riddle solved?
